Vann H. Lefcoe was born in Norfolk, but lived most of his life in Portsmouth. His accomplishments were many, including serving as Chairman of the Portsmouth Planning Commission and the Portsmouth Social Services Advisory Committee, and as President of the Portsmouth Partnership. Vann also served the Commonwealth of Virginia as a member of the Virginia State Board of Corrections and as Chairman of the Virginia State Bar Disciplinary Board. In 1979, he was named one of the Five Outstanding Young Men in Virginia.

Vann's accomplishments were many and only a few are mentioned here. Vann Lefcoe strongly believed that one has an obligation to serve his community in order to make it a better palce to live and raise a family. His devotion to the civic, political, and religious communities was well known and appreciated by all. No matter what organization he joined, he quickly rose to a leadership position and guided the group with intellect, devotion, and a sense of humor. Vann Lefcoe was a consummate gentleman who loved his family, friends, and community and will not be forgotten by those who knew him.
As a tribute to Vann, focusing on his belief in leadership development, the Portsmouth Partnership created the Vann H. Lefcoe Leadership Development Foundation, a 501(c)3 organization, to promote and develop future leaders for the City of Portsmouth. The Foundation holds this leadership program in conjunction with Tidewater Community College's Workforce Development department. In 15 years the program has matriculated 332 graduates.
